Tidak diragukan lagi bahwa Nabi saw memerintahkan untuk melakukan rukyat gunakan menentukan awal bulan kamariah, khususnya bulan-bulan terkait ibadah seperti Ramadan, Syawal, dan Zulhijah. Hadis-hadis Nabi saw, seperti akan dikutip kemudian, sangat tegas mengenai hal itu. Permasalahannya adalah bahwa di zaman Nabi saw penentuan awal bulan kamariah dengan menggunakan rukyat itu tidak membawa problem. Hal itu karena umat Islam baru berkembang di Jazirah Arab saja, belum ada di negeri-negeri lain yang jauh dari situ. Terlihat dan tidaknya hilal di Jazirah Arab tidak berpengaruh bagi penepatan jatuhnya waktuwaktu ibadah umat Islam di tempat lain yang jauh dari Semenanjung Arabia itu.
