Tema utama surat al-Hujurat adalah mengenai akhlak, mulai dari akhlak terhadap Allah SWT dan Rasul-Nya, akhlak terhadap diri sendiri, sampai akhlak kepada orang lain, baik yang Muslim maupun yang non Muslim. Pembahasan ini hanya dibatasi pada tuntunan akhlak terhadap Alah dan Rasulullah, sebagaimana yang tercantum dalam sembilan ayat pertama dari surat ini. Ayat pertama sebagai mukadimah meletakkan dasar dari semua nilai-nilai yang akan disampaikan dalam keseluruhan isi surat, yaitu jangan mendahului Allah dan Rasul-Nya dalam segala hal. Dalam konteks para sahabat, mereka tidak boleh memutuskan sesuatu, apalagi masalah ibadah, sebelum ada petunjuk dari Allah dan Rasul-Nya.
